WHAT TIME IS FOR THE DETAIL TIME . BUT WHEN IS FOR THE GENTLE TIME.
ANYWAY. BOTH OF THEM ARE OK TO BE USED TO ASK THE TIME.

2.When did you go surfing?

what time refers to the exact time. but when is used widely. of course when can take the place of what time.
